On 19 July 2018, at the Real Infrastructure Financing Business Forum, the Federal Center for Project Finance (part of Vnesheconombank Group), represented by General Director Dmitry Tvardovsky, and the Moscow Transport Terminal Directorate, represented by General Director Aleksey Petrov, entered into a cooperation agreement to jointly participate in investment projects.
The goal of the Moscow Transport Terminal Directorate is to provide survives in relation to coordinating federal executive agencies, Moscow and Moscow Region executive authorities in measures to develop the Moscow transport hub.
According to Dmitry Tvardovsky, “The mission of FCPF is to help the preparation and implementation of investment projects for their subsequent financing from Vnesheconombank Group and other financing organisations. We believe that, together with the Moscow Transport Terminal Directorate, we will be able to contribute to the preparation of major public-private partnership investment projects in creating transport infrastructure facilities in Moscow and the Moscow Region.”
“At present, the Moscow Transport Terminal Directorate is investigating the possibilities of carrying out several investment projects for the Moscow transport hub. Our agreement will allow us to structure the joint projects covered by the requirements of Vnesheconombank and other financing institutions. The knowledge of what the Directorate needs for transport and FCPF’s experience in developing effective financing mechanisms for PPP projects will increase the extrabudgetary cash flows and improve the traffic situation in the Moscow transport hub,” Aleksey Petrov said.
The principal goals of the parties are to help the implementation of projects to build road intersections and ensure high-quality municipal transport.
